The Examination Yuan insists on revising the Civil Service Performance Evaluation Act to eliminate the mentality of holding an "iron rice bowl." Despite strong backlash from civil servants, a public survey reveals that many citizens perceive civil servants as indifferent, unenthusiastic, and lazy—key points of dissatisfaction.

A petitioner at the Legislative Yuan suffered a head injury and couldn’t get up, with doctors and nurses rushing to help. Yet, the head nurse stood far away, merely watching. When a kind assistant fetched a wheelchair, the head nurse walked over only to dismiss the situation before striding away in boots toward the medical office. Isn’t saving lives their duty? Why just bark orders? The door was shut without explanation, leaving the media stunned. Whether it’s due to years behind a desk, many citizens agree that civil servants often lack adaptability and empathy.

This isn’t meant to criticize civil servants unfairly, but past incidents include shopping online during work hours, slacking off with video games—captured and reported by the public. Even more outrageous, one civil servant took 280 days of sick leave in a year, approved by their supervisor, while others abused travel card discounts to skip work and queue for bread.

Scandal after scandal has forced Examination Yuan President John Kuan to push for performance reform, ensuring rewards and penalties are enforced. However, not only has this angered civil servants, but opinions among potential candidates are also divided. The Examination Yuan is sharpening its knives to uproot deep-seated inefficiencies, determined to break the inertia of civil servants. After all, their "iron rice bowl" is funded by taxpayers' money—it shouldn’t become a paradise for those just waiting to retire.
