Under the scrutiny of political ethics, Chen Shui-bian is not only a former head of state who has violated the law and moral standards but also a historical culprit who has severely damaged Taiwan's democratic development.

At the end of his political road, the core mindset driving Chen Shui-bian's actions remains the lawyer's instinct for damage control, rather than a historical vision that adheres to the ethics of political responsibility. The lawyer's instinct led him to desperately link overseas remittances with election surplus funds, emphasizing that everything was done by Wu Shu-chen. The democratic movement assets accumulated over the years from outside the party to the DPP have been completely eroded by both Lawyer Chen and President Chen. The heavy blow to the DPP is a minor issue; the severe damage to Taiwan's democratic development and international image is the historical responsibility that both Lawyer Chen and President Chen must bear together.
