Famous food companies such as Taiwan Sugar, A.mart, and Laurel have commissioned downstream manufacturers Jia Pin and Yu Chang to produce zongzi (sticky rice dumplings), some of which were found to be expired products with altered dates. The Tainan prosecutors conducted a search and today obtained approval to detain a Yu Chang Company executive, Han Guobin.
Yesterday, the Tainan District Prosecutors Office directed police, investigative, and health authorities to search six locations in Tainan and Chiayi. Thousands of expired or soon-to-expire zongzi were discovered on-site at Yu Chang Food Company in Jiali District, Tainan City.
Investigators found that this batch of zongzi was returned to Yu Chang Food after being shipped to RT-Mart last year. Employees of Yu Chang Food allegedly altered the expiration dates to June 2014.
Yu Chang Company boasts on its official website that it holds CAS (Certified Agricultural Standards) certification for its factory. Its own brand, "Dumpling Lady" handmade dumplings, is sold in major supermarkets. During the recent tainted starch scandal, Yu Chang also posted test reports on its website, declaring that its products did not contain maleic acid.
Yu Chang Company stated that they only produced zongzi for Laurel but had outsourced the production to Jia Pin. They have notified major supermarkets to remove the problematic zongzi from shelves and apologized to the public for the quality control oversight.
Prosecutors revealed that while Yu Chang claims to have CAS and other certifications, it lacks the capability to produce zongzi. Instead, it outsourced production to Jia Pin Food in Minxiong Township, Chiayi County. This includes its own brand "Shui Jiao Sao" sold in major supermarkets and zongzi produced under commission for Laurel Food.
Further investigations showed that Jia Pin Food not only produced zongzi for Yu Chang but also for Taiwan Sugar and A.mart. After questioning over 20 individuals, prosecutors deemed Han Guobin, head of Yu Chang’s production department, highly suspect, with risks of witness tampering and evidence destruction. Today, the Tainan District Court approved his detention.
The Tainan City Health Bureau stated that the problematic zongzi from Yu Chang have been sealed, and the company will face penalties.
