Health Insurance Premiums to Rise by November, Affecting 80,000 High Earners

The proposal to increase health insurance premiums for high-income earners has drawn attention. Health Minister Yang Zhiliang stated today that the maximum insured salary for National Health Insurance (NHI) is planned to be raised from the current NT$131,700 to NT$207,360, affecting approximately 80,000 people. The proposal is expected to be submitted to the Executive Yuan for approval tomorrow and could take effect as early as November.

Due to severe NHI deficits, the Ministry of Health's plan to raise premium rates faced backlash from civil groups and legislators. Yang Zhiliang recently indicated that the first step would be to increase premiums for high-income earners.

Currently, the highest insured salary for NHI is NT$131,700, which is 7.62 times the minimum insured salary of NT$17,280. The Ministry of Health is planning to expand this ratio to between 10 and 15 times. The relevant proposal has been finalized and will be submitted to the Executive Yuan tomorrow.

During an interview with CNA this afternoon, Yang Zhiliang stated that the Ministry’s proposal would expand the ratio between the highest and lowest insured salaries to 12 times, raising the maximum insured amount from the current NT$131,700 to NT$207,360. It is estimated that around 80,000 people will be affected.

Qu Tongguang, deputy convener of the Ministry of Health’s NHI Task Force, noted that after raising the maximum insured salary, if approved by the Executive Yuan and implemented following the Ministry’s announcement, the NHI system is expected to generate an additional NT$1.3 billion in annual revenue.

Under the new proposal, employees earning above the maximum insured salary will see their monthly premiums increase from NT$1,798 to NT$2,831, an additional NT$1,033 per month. Business owners, who must bear the full premium cost, will see their monthly payments rise from NT$5,992 to NT$9,435.
