The Jiayi City Investigation Station cracked down on counterfeit medicines, traveling to Fengshan City in Kaohsiung County on the 11th to uncover the illegal sale of adulterated traditional Chinese medicine powders mixed with "steroids" and "baking soda" by the well-known local herbal store "Ci Yong Tang." On-site seizures included over 20 kilograms of questionable Chinese medicine powder and 280 grams of high-purity steroids intended for mixing. The store's owner, surnamed Cai, admitted to adding steroids to enhance the medicine's effects. The case has been transferred to the district prosecutor's office for investigation under the Pharmaceutical Affairs Act.
Over a month ago, the Jiayi City Investigation Station received a tip-off that the Chinese medicine sold by "Ci Yong Tang" in Fengshan City, Kaohsiung County, for treating pain and gastrointestinal issues had unusually strong effects compared to typical Chinese medicine, raising suspicions of adulteration with undisclosed Western drugs—making them "black-hearted medicines."
"Ci Yong Tang" is a long-established herbal store in the Kaohsiung area. The store sells its "Chinese medicine powder" by the "qian" (approximately 3.75 grams), priced at NT$50 for every three qian—a relatively expensive rate. However, due to its effectiveness, word-of-mouth recommendations spread its reputation far and wide, even attracting customers from Jiayi.
Undercover agents from the Investigation Station posed as patients to purchase the medicine, which was then sent to health authorities for testing. The results confirmed the presence of Western drug ingredients in the Chinese medicine. Early yesterday morning, over a dozen officers conducted a raid, seizing five large barrels of suspicious Chinese medicine powder—totaling over 20 kilograms—that the store claimed could treat pain, stomachaches, toothaches, and menstrual cramps, along with a 280-gram jar of high-purity steroids. The 52-year-old store owner, Cai Mengpo, was taken in for questioning.
Cai admitted that, to attract customers, the store had been mixing steroids and baking soda into the Chinese medicine powder for about six months to enhance its effects.
After interrogation, the Investigation Station transferred Cai to the Kaohsiung District Prosecutor's Office for further questioning late last night. The seized Chinese medicine powder was also sent to the Department of Health for further testing.
