6 Hospital Chiefs Indicted in Scandal; Huang Kunzhang Faces 25-Year Sentence

The procurement scandal at the government-run hospitals was concluded this afternoon on the 22nd. The Taoyuan District Prosecutors Office indicted a total of 48 individuals, including Huang Kunzhang, Executive Director of the Medical Affairs Committee under the Department of Health, six hospital superintendents, one deputy superintendent, 15 department heads and attending physicians, as well as 25 suppliers, on charges of violating the Anti-Corruption Act. Among them, Huang Kunzhang was sentenced to 25 years in prison and fined NT$7 million.
The indicted superintendents of the government-run hospitals include Li Mingjie of Penghu Hospital, Li Naishu of Losheng Sanatorium, Li Yuanfang of Keelung Hospital, Shao Guoning of Taichung Hospital, Huang Longde of Chiayi Hospital, and Chen Wenzhong of Hsinchu Hospital.
Deputy Superintendent Wang Jiongliang of Taipei Hospital and 15 department heads and attending physicians were also indicted. Several government-run hospitals were accused of allegedly accepting kickbacks from suppliers during medical equipment procurement. Shao Guoning, superintendent of Taichung Hospital, confessed during the investigation to accepting bribes totaling over NT$3.87 million and surrendered the illicit gains. He was granted bail, while Huang Kunzhang was found to have accepted bribes amounting to NT$3.5 million.
The prosecutor handling the case stated that Huang Kunzhang, responsible for overseeing major hospitals under the Department of Health, had engaged in long-term bribery and showed no remorse after the crime. After investigation, he was indicted for violating the Anti-Corruption Act and other charges, with a recommended sentence of 25 years in prison and a fine of NT$7 million.
