Before the typhoon even hit, disaster struck in Tainan City in an almost unbelievable way. A roughly 14-meter-tall royal palm tree, likely due to severely rotted roots, unexpectedly collapsed under strong winds, crushing a man who was about to cross the street to buy breakfast. The victim succumbed to his severe injuries.

The approximately 20-year-old palm tree lay fallen at the intersection of Dongping and Dong’an Roads in Tainan City, less than 100 meters from the back gate of Houjia Junior High School. The tree’s leaves and trunk had separated upon impact. At the time, 26-year-old Xu Jialin happened to be passing by and was struck directly. Despite emergency medical treatment, his head injuries were too severe, and he could not be saved, leaving his family and friends devastated.

What made the tragedy even worse was the finger-pointing between the city’s Public Works Department and Houjia Junior High School, the two possible responsible parties. The roots of the royal palm tree were severely decayed, with the trunk visibly hollowed out and even small banyan figs growing near its base.

After the fatal accident, the city government rushed to cut down an entire row of palm trees before the typhoon arrived. However, for the grieving family, the question remained: Why did this action come so late?
