A man named Peng Weiming hit a woman, Huang Huiqing, with his car. The impact was so strong that Huang was thrown into the air and died on the spot. Peng’s friend, Zhang Weixun, arrived at the scene to check on the situation but, possibly due to drunkenness, got into a conflict with the police. He then drove straight into the cordoned-off accident site, running over Huang’s body twice. Huang’s legs were crushed, and her right calf was even severed and flung away. Zhang’s alcohol level measured 0.81, higher than Peng’s. The family was heartbroken during the autopsy.
Police reported that around 6 a.m. yesterday, Peng Weiming (25 years old) was driving through the intersection of Wenxin and Shanxi Roads in Taichung when he accidentally hit Huang Huiqing (47 years old), who was riding a bicycle. Huang first collided with the car’s windshield before being thrown 50 meters away due to the strong recoil. She suffered multiple fractures and bruises, bleeding profusely and dying instantly.

The Taichung Police Department’s Fifth Traffic Division arrived to collect evidence, cordoning off the slow lane and motorcycle lane. Over ten of Peng’s friends heard about the accident and came to the scene. Among them, Zhang Weixun (27 years old), possibly drunk, got into a verbal altercation with the police. After shouting profanities, he took advantage of the chaos, got back into his car, and drove straight into the restricted area.
Zhang’s car sped violently, sideswiping a police car and traffic cones before running over Huang’s body. To the officers’ shock, Zhang then made a U-turn and sped back into the restricted area, running over Huang’s knees twice—almost completely severing them—and even flinging her right calf onto the slow lane.
Witnesses were horrified, exclaiming, “This is too much!” The police tried to apprehend him but could only watch as Zhang’s taillights disappeared into the distance.
Peng Weiming’s alcohol level measured 0.06. He claimed he had only consumed two bowls of ginger duck soup at 1 a.m. and had not been drinking. While Peng was being taken to the traffic division, Zhang unexpectedly walked in, prompting the police to arrest him immediately. Zhang’s alcohol level was 0.81, higher than Peng’s.
During questioning, Peng Weiming stated that Huang had made a right turn on a red light, leading to the collision. He insisted he hadn’t seen her and expressed deep regret over the accident.

The prosecutor later released both men on bail of NT$50,000 each.

Her closest younger brother said that just three days earlier, they had celebrated Mother’s Day and their mother’s birthday together, and her joyful smile was still vivid in his memory. Huang’s brother described her as a kind and gentle person with many friends. She had been visiting a friend when the accident occurred. The siblings were very close, meeting frequently to chat, and had just celebrated their mother’s birthday together on Sunday.
