Examination Yuan President Kuan Chung Uses Official Car for Massage Parlor Visit, Spending 2700 for 45 Minutes

Examination Yuan President Guan Zhong was reported by the public for visiting a massage parlor during work hours. Taipei City Councilor Tong Zhongyan stated on the 13th that Guan Zhong was filmed by a citizen around 5 p.m. in an alley on Dunhua South Road, Section 1. Even worse, his bodyguard arrived around 6 p.m. to pick him up in an official vehicle. "Getting a massage, slacking off, and even having a bodyguard pick him up! The car was even parked on a red line!"

Democratic Progressive Party Legislator Huang Weizhe, Taipei City Councilors Tong Zhongyan, and Zhang Maonan held a press conference at the Legislative Yuan in the morning to release the citizen's footage. The video showed Guan Zhong entering an unnamed massage parlor in an alley on Dunhua South Road, Section 1, around 5 p.m. By 6 p.m., an official vehicle was temporarily parked on a red line next to a police station, and a bodyguard entered the massage parlor to escort Guan Zhong into the car.

Tong Zhongyan said he wanted to ask Guan Zhong, "How long have you had this massage habit? How many times a week do you go?" He also questioned whether the massage parlor complied with regulations. He urged Guan Zhong to clarify and even called him a "hypocrite," saying that on one hand, Guan Zhong advocates for civil servants to endure hardships and work together to overcome difficulties, while on the other hand, he accuses legislators of vilifying civil servants. Yet, Guan Zhong himself was "slacking off and getting massages" during work hours. "Who is really vilifying civil servants?"

Tong Zhongyan said he had conducted a thorough investigation and observed for about half a year, discovering that Guan Zhong's visits to the massage parlor were periodic. After making inquiries, he also found that Guan Zhong visited the establishment three times a week. The massage parlor employs about eight women, who are "not young," with each 45-minute session costing NT$2,700. A package of five sessions costs NT$11,000. The business has been operating since around 1991, and "those who go there are all from the Kuomintang."

Huang Weizhe said that after the Examination Yuan introduced a watered-down version of the civil service performance evaluation law, the Examination Yuan is now going through a turbulent period. According to public reports, whether Guan Zhong used public resources for private activities during work hours—especially at a massage parlor of questionable legality—has substantially damaged the morale of civil servants.
