The Food and Drug Administration (FDA) under the Ministry of Health and Welfare stated today (4th) that a waste oil recycling factory in Pingtung, operated by "Guo Liecheng," processed and sold gutter oil to businesses as edible lard and feed ingredients. It is estimated that approximately 782 metric tons of the finished product have entered the market. Health authorities are currently tracking the distribution, as the oil is packaged in large barrels, making it more likely to have been sold to small eateries rather than households.
The Criminal Investigation Bureau announced this morning that it had uncovered an unscrupulous factory specializing in recycling gutter oil and industrial leather waste oil, which was mixed with edible oil and sold to businesses at low prices.
Feng Runlan, director of the FDA's Regional Management Center, explained that the Pingtung recycling factory, "Guo Liecheng," purchased waste oil from environmental recycling businesses and then resold it to Kaohsiung-based oil company "Qiang Guan." The oil was blended with lard at a 1:3 ratio to produce 782 metric tons of "Chuantong Fragrant Lard Oil," packaged in 15-16 kg iron barrels or cardboard boxes before entering the market.
Feng Runlan noted that the substandard oil distributed in the market was all in large commercial packaging, making it more likely to have been sold to small eateries, with households being less likely to purchase it. She said: "(Original audio) Currently, it is possible that the oil has flowed into small eateries, so we are now investigating the distribution. We know that households generally do not use 15-16 kg iron barrels or cardboard boxes of fragrant lard oil. (Question: Are night markets also a potential target?) Since night markets are the end of the supply chain, the oil may have passed through several intermediaries, so we are still investigating."
The FDA stated that it has already requested businesses to recall and remove the products from shelves. Meanwhile, the Kaohsiung Health Bureau has sealed 49 metric tons of finished products at the factory and discovered 80 tons of raw materials in storage tanks. The FDA urged consumers who have purchased two types of "Chuantong Fragrant Lard Oil" with expiration dates before March 1, 2015, to return them to the manufacturer as soon as possible.
Feng Runlan emphasized that businesses should not cut corners by recycling and selling waste oil. If verified, violators could face fines ranging from NT$60,000 to NT$50 million under the Food Safety Act, or even suspension of operations. The FDA has also consulted legal advisors and may pursue criminal penalties under the Criminal Code.
