Sheng Chang Pharmaceutical Chief Technology Officer Li Weizhuo: "The 14 cans of the batch (in Hong Kong) have already been destroyed. That batch will not be resold in Taiwan. Our production fully complies with the standards set by Taiwan's Department of Health."
Sheng Chang's batch of medicine, which tested at 17ppm, produced 1,000 to 2,000 bottles sold to Hong Kong and Taiwan. Last month, Hong Kong only returned 14 cans. With an annual production of 3,000 bottles, doctors worry that long-term use could lead to uremia, high blood pressure, or even damage to the brain and kidneys.
Taiwan evaluates Chinese medicine based on the total amount of four heavy metals, while Hong Kong sets limits for each individual item. Lead exceeding 8.95ppm is illegal in Hong Kong, whereas
Taiwan only takes action if the combined total of lead, mercury, cadmium, and arsenic does not exceed 100ppm.
Lin Jieliang, director of Chang Gung Memorial Hospital's Department of Toxicology, pointed out that
Taiwan's laws are so lax they border on disregarding human life. Although Sheng Chang Pharmaceuticals stated they would accept returns from concerned consumers, waving the flag of legality means the Department of Health can only appeal to their conscience and cannot impose penalties.
