The Taoyuan District Prosecutors Office continued its investigation into procurement fraud cases involving public medical institutions. On the 15th, Shen Xizhe, the director of New Taipei City United Hospital, was detained on suspicion of corruption and serious criminal allegations. It is understood that the case Shen is involved in pertains to a procurement fraud scheme for cardiovascular equipment worth NT$80 million during his tenure as director of Taipei County Hospital the year before last. This brings the total number of detained directors and higher-level officials in the case to eight, with ten hospitals across Taiwan implicated.
Prosecutors stated that Shen Xizhe failed to provide clear explanations for many suspicious points during questioning and was subsequently detained under the Anti-Corruption Act. This marks the eighth director-level or higher public official detained since the Taoyuan Prosecutors Office began investigating procurement fraud in public medical institutions on March 25 this year.
The other seven include Huang Kunzhang, Executive Director of the Medical Affairs Committee under the Department of Health, and six hospital directors: Li Yuanfang of Keelung Hospital, Shao Guoning of Taichung Hospital, Chen Wenzhong of Hsinchu Hospital, Huang Longde of Chiayi Hospital, Zhong Weisheng of the Chest Hospital, and Tang Gaojun of Yangming University Affiliated Hospital.
Additionally, two department heads—Lin Jimin, head of the cardiology department at Keelung Hospital, and Chen Shizhong, head of the cardiology department at New Taipei City United Hospital—were implicated, along with three business operators: Zeng Xianqun, Lin Qiaquan, and Lai Rongjin. The hospitals involved include Taipei, Keelung, Taoyuan, Chiayi, Penghu, Taichung, Hualien, Yilan, Losheng, and New Taipei City United Hospital.
The District Prosecutors Office noted that during the third wave of investigations led by prosecutor Kang Huilong on May 5, the focus was initially on Chen Shizhong, head of the cardiology department at Sanchong Branch. At the time, Shen Xizhe was summoned as a witness and released after questioning.
Subsequent evidence revealed that Shen Xizhe was suspected of improper financial dealings with suppliers. During his tenure at Taipei County Hospital, multiple procurement cases for cardiology equipment were linked to the same three medical suppliers involved in other public hospital cases: Jingzuan Technology, Yide Medical Supplies, and Chuangshida Industrial. These companies allegedly used cash, gift vouchers, imported liquor, and luxury goods to bribe department heads and higher-level officials to secure procurement contracts.
The Taoyuan Prosecutors Office deemed Shen Xizhe’s involvement significant after reviewing additional evidence, including supplier account books and witness testimonies, which indicated improper benefits between Shen and the suppliers. On the 14th, investigators summoned Shen for a second round of questioning but did not search his home or office. The case is nearing its conclusion, with results expected soon.
