782 Tons of Gutter Oil May End up in Snack Shops

The Food and Drug Administration (FDA) under the Ministry of Health and Welfare stated today (4th) that a waste oil recycling factory in Pingtung, operated by "Guo Liecheng," processed and sold gutter oil to businesses as edible lard and feed ingredients. It is estimated that approximately 782 metric tons of the finished product have entered the market. Health authorities are currently tracking the distribution, as the oil is packaged in large barrels, making it more likely to have been sold to small eateries rather than households.

The Criminal Investigation Bureau announced this morning that it had uncovered an unscrupulous factory specializing in recycling gutter oil and industrial leather waste oil, which was mixed with edible oil and sold to businesses at low prices.

Feng Runlan, director of the FDA's Regional Management Center, explained that the Pingtung recycling factory, "Guo Liecheng," purchased waste oil from environmental recycling businesses and then resold it to Kaohsiung-based oil company "Qiang Guan." The oil was blended with lard at a 1:3 ratio to produce 782 metric tons of "Chuantong Fragrant Lard Oil," packaged in 15-16 kg iron barrels or cardboard boxes before entering the market.

Feng Runlan noted that the substandard oil distributed in the market was all in large commercial packaging, making it more likely to have been sold to small eateries, with households being less likely to purchase it. She said: "(Original audio) Currently, it is possible that the oil has flowed into small eateries, so we are now investigating the distribution. We know that households generally do not use 15-16 kg iron barrels or cardboard boxes of fragrant lard oil. (Question: Are night markets also a potential target?) Since night markets are the end of the supply chain, the oil may have passed through several intermediaries, so we are still investigating."

The FDA stated that it has already requested businesses to recall and remove the products from shelves. Meanwhile, the Kaohsiung Health Bureau has sealed 49 metric tons of finished products at the factory and discovered 80 tons of raw materials in storage tanks. The FDA urged consumers who have purchased two types of "Chuantong Fragrant Lard Oil" with expiration dates before March 1, 2015, to return them to the manufacturer as soon as possible.

Feng Runlan emphasized that businesses should not cut corners by recycling and selling waste oil. If verified, violators could face fines ranging from NT$60,000 to NT$50 million under the Food Safety Act, or even suspension of operations. The FDA has also consulted legal advisors and may pursue criminal penalties under the Criminal Code.

The use of gutter oil in mainland China has sparked controversies in the past, but it is the first time that large-scale sales of such unethical oil have occurred in Taiwan. This underground factory in Pingtung, owned by Guo Liecheng, purchased recycled oil from waste collectors and sold it to Qiang Guan Company and Jing Wei Company in Pingtung. Jing Wei Company processed this recycled oil into animal feed, which was then sold to livestock farms in Pingtung. However, the issue with Qiang Guan Company was even more severe—they mixed this oil with regular oil and sold it on the market at prices lower than the standard rate. Many night markets and snack stalls had used it.

Mainland China’s gutter oil appears dark and murky, and unscrupulous businesses have used it to produce cooking oil for sale. Now, similar unethical manufacturers have emerged in Taiwan, processing recycled waste oil into cooking oil and selling it to the public.

This is Qiang Guan Oil. Workers were still busy loading goods in the morning. Established in 1988, the company now operates in both Taipei and Kaohsiung and is quite sizable. However, the Southern Criminal Investigation Bureau caught them using unethical waste oil to produce cooking oil.

Looking at the flow chart, Guo Liecheng’s underground factory first purchased discarded waste oil from environmental recycling businesses. They then sold this oil—since the beginning of this year, 200 tons of lard were sold to Qiang Guan Oil, which in turn supplied it to major night markets and snack stalls. Additionally, Guo Liecheng also sold oil to Jing Wei Company in Pingtung, which processed it into animal feed for livestock farms in the area.

When the scandal broke, Qiang Guan Oil immediately stepped forward to clarify. Qiang Guan Oil: "We are unsure which part of our products was mixed, but we are recalling all of our Chuan Tong Fragrant Lard Oil."

A visit to a food supply store revealed that Qiang Guan produces many types of oil, neatly displayed on shelves. However, vendors are now unsure which oils might contain recycled waste and are still tallying the quantities.

Qiang Guan Oil was sold for just over NT$30 per kilogram, significantly cheaper than the market price of NT$40. Many night markets and snack stalls favored it. Now that problems have arisen, the question remains: how much of this harmful oil has been consumed? Police are still investigating its distribution.

Inspection of Quan Tong Lard: New Taipei Seals Products

The New Taipei City Health Bureau today inspected the warehouse of Qiang Guan Enterprise Co., Ltd. in Shulin District, sealing a total of 382 iron barrels of "Chuan Tung Fragrant Lard Oil," each weighing 15 kilograms, amounting to over 5,000 kilograms.

The Criminal Investigation Bureau's Southern Crime-Fighting Center today uncovered unscrupulous businesses mixing recycled waste oil, such as gutter oil, into edible oil for sale. Preliminary police investigations revealed that these substandard oil products were sold to well-known manufacturers, including Jin Wei in Pingtung and Qiang Guan in Kaohsiung.

Lin Guan-zhen, head of the Food and Drug Administration Section of the New Taipei City Government, stated that upon receiving a notice from the Kaohsiung City Health Bureau, the 15-kilogram and 16-kilogram iron barrels of "Chuan Tung Fragrant Lard Oil" should be suspended from use and recalled from shelves.

The city's health bureau immediately went to Qiang Guan Enterprise's northern business office in Shulin District to conduct an inventory and seal the products. No 16-kilogram iron barrels were found, but a total of 382 barrels of the 15-kilogram variety, weighing 5,730 kilograms, were identified.

Health bureau inspection personnel placed administrative seals on the site, prohibiting the company from breaking the seals for sale or distribution. The health bureau warned that violating this order would constitute a criminal offense.
