In Hubei, China, a man witnessed public security officers oppressing street vendors. He bravely recorded the incident with his mobile phone, but this act of courage led to his tragic death at the hands of the officers. The incident, exposed online, sparked nationwide outrage and caught the attention of Beijing's top officials. The head of the Hubei Public Security Bureau was immediately dismissed, and over 400 local officials were investigated.

Wei Wenhua, a 41-year-old resident of Tianmen, Hubei, who was awarded a medal for being an outstanding Party member, was passing by a street corner when he saw a group of public security officers oppressing civilians. He took out his phone to record the scene, but the officers reacted by beating him for five minutes, resulting in his death on the spot. The death of this construction company general manager inadvertently united Chinese media and bloggers, whose massive criticism led to the dismissal of a Tianmen city management bureau chief, the detention of four public security officers, and investigations into over 400 officials. The authorities also planned to posthumously award him a "Medal for Bravery."

Kong Ge, editor-in-chief of a major Chinese website, said, "As soon as the news broke, a large number of journalists and bloggers wrote about it, using extremely condemning language." Online, these public security officers were likened to a poor mafia, bullies who targeted vulnerable residents, even drawing dissatisfaction from Beijing. Mobile technology unexpectedly shifted public perception of government departments from silent resentment to a surge of voices for justice.

For a time, public security officers and city management personnel became pariahs online. Wei Wenhua may not have intended to become a martyr, but the undemocratic management hegemony might have started to show a hint of openness through this incident.
