New Taipei Inspects Breakfast Shop Burgers, Finds 2 Banned Drugs

The New Taipei City Health Bureau conducted spot checks on meat commonly used by breakfast shops and found that two suppliers provided hamburger patties containing ractopamine and chloramphenicol, which are prohibited in pork. A total of 213 kilograms of the contaminated meat had already entered the market. After the incident came to light, the breakfast shops named for selling problematic hamburger patties saw a significant drop in business. Chen Bao-ji, the Minister of the Council of Agriculture, was also heavily criticized by legislators during a questioning session in the Legislative Yuan.

A hamburger bun is filled with lettuce, a fried egg, and a meat patty—delicious and ready to eat. However, the patty has now been replaced with chicken or beef. This change came after the New Taipei City Health Bureau’s inspection revealed that two suppliers provided hamburger patties containing chloramphenicol and ractopamine. Breakfast shops named for using chloramphenicol-tainted pork immediately posted notices halting sales.

It was discovered that the chloramphenicol-contaminated hamburger patties originated from the upstream supplier Huang Cheng Trading before being distributed to Dong Ying and Huadashi Foods, which then supplied them to eight downstream vendors. Huadashi Foods, accused of using chloramphenicol-tainted pork, quickly presented its own inspection reports to proclaim its innocence.

The problematic pork identified by the New Taipei City Health Bureau not only contained chloramphenicol but was also found to contain ractopamine. Currently, Taiwan adopts a "beef-pork separation" policy for ractopamine, allowing a limit of 10 ppb in beef while prohibiting any traces in pork. The ractopamine-tainted pork was traced back to Yunlin Lifang Foods, a subsidiary of Tree Forest, which supplied it to Aihong Fast Food Chain, distributing it to 17 downstream vendors. Upon learning of the issue, the Yunlin Health Bureau immediately dispatched inspectors to Lifang Foods to investigate the source of the contaminated meat.

The discovery of chloramphenicol and ractopamine in breakfast shop hamburger patties led to fierce criticism of Council of Agriculture Minister Chen Bao-ji by legislators. Currently, only 5% of U.S. pork imports are inspected, but legislators proposed increasing the inspection rate to 100% for American pork. The New Taipei City Health Bureau will further investigate the upstream pork suppliers.
