Delay! Document Circulates for 5 Months, Premier Liu Furious over Mismanagement

The administrative team has recently been under tight scrutiny! Premier Liu Chao-shiuan discovered that the "Major Public Project Reward and Punishment System" he ordered to be established in late February had undergone a lengthy "document journey," dragging on for a full five months! The delay was due to bureaucratic red tape and poor communication between departments. An angry Premier Liu remarked that if such an important project he prioritized could be delayed for five months, how much longer would smaller cases take!

Premier Liu Chao-shiuan (2009.4.25): "From last September until now, seven months later, the (bridge) is still lying there untouched. I cannot accept this. How much longer will it lie there?"

Furious over the slow progress of the broken bridge's repair, Premier Liu personally inspected the progress during his rural visits. However, the Major Public Project Reward and Punishment System he prioritized even more was bogged down in bureaucratic paperwork, dragging on for five months.

Looking back, on February 29, the Cabinet meeting confirmed that efficient major projects would be rewarded with bonuses. However, the process was delayed by the New Year holiday. After the holiday, the Public Construction Commission revised the proposal, which was submitted to the Executive Yuan in April. The document then got stuck at the Directorate-General of Personnel Administration (DGPA), as the DGPA believed it involved civil servant rewards and punishments and needed to be referred to the Ministry of Civil Service. After being shuffled around, the Ministry of Civil Service finally responded with "please decide on your own."

Unexpectedly, the document issued in late February dragged on until July, which infuriated Premier Liu.

Minister of Research, Development, and Evaluation Jiang Yi-huah: "The Premier took this matter very seriously. He felt that if even such an important issue could be delayed for so long, cases he did not personally oversee might face even longer delays."

The Executive Yuan bluntly stated that there were communication issues with the Examination Yuan. Liu was furious that even such a critical project could be delayed and immediately ordered the Research, Development, and Evaluation Commission to plan a "document processing efficiency evaluation" to see which ministry would dare to delay in the future.
