Outrageous! Legislative Yuan Staff and Workers Receive $13K Monthly Allowance

The Legislative Yuan is currently in recess, but you might find it hard to believe that during the session, all staff members, including civil servants, receive so-called "session allowances." Regardless of rank or job duties, everyone gets a flat subsidy of NT$13,000. Overtime work comes with additional pay, and even janitors who don’t attend meetings receive a half subsidy of NT$6,500. Over a year, this adds up to an extra NT$71 million for the Legislative Yuan. In fact, similar subsidies exist in councils at all levels, sparking controversy over whether they are reasonable.

TVBS reporter Xie Yaozhou: "The Legislative Yuan is now in recess, but during sessions, staff and civil servants there receive meeting allowances, earning an extra NT$13,000 per month."

Regardless of rank or job duties, everyone gets the subsidy. Even more surprisingly, janitors who trim flowers and mow lawns are included. Reporter: "Is the subsidy necessary?" Legislative Yuan janitor: "I don’t know about that. You’d have to ask the office staff."

Janitors don’t even attend meetings but still receive half the allowance—NT$6,500. With 425 employees and 323 technicians, the Legislative Yuan spends a total of NT$71 million annually on session allowances. If meetings run late, they get overtime pay on top of the allowance, leaving legislative aides green with envy.

Legislative aide: "Aides are busier than the legislators themselves, preparing materials. Not to mention, janitors’ workloads don’t increase that much."

Legislative Yuan President Wang Jin-pyng: "This was decided by the Legislative Yuan in 1995. We’re just implementing the resolutions passed by the assembly."

The Legislative Yuan explains that there are two main reasons for the allowances: first, staff can’t take leave freely during sessions, so compensation is needed—though it’s worth noting they have recess periods. Second, councils at all levels have similar policies, and the Legislative Yuan is just following suit.

Indeed, councils at all levels have comparable subsidies. For example, the Taipei City Council has so-called "additional duty fees," with staff receiving NT$800 per day and technicians NT$600.

Holding meetings is the core duty of councils, yet on top of their regular salaries, staff receive additional payments under various names, making their salaries significantly higher. This is bound to provoke envy and resentment from hardworking salaried employees!
