The Council of Agriculture (COA) yesterday announced the results of an expanded inspection of substandard prepackaged rice products in August, with all three major domestic grain companies making the list. Quan Shun Company, which was recently exposed for mixing low-priced imported Vietnamese rice with Taiwanese rice, had the highest number of violations—eight products, including two with false origin labeling—resulting in fines of NT$200,000 each and immediate orders to remove the products from shelves. Lian Mi Company’s Zhongxing Rice and Yi Dong Company’s San Hao Rice had seven and five non-compliant products respectively, involving quality specification mismatches or incorrect blending ratios, and were required to make improvements within a deadline.

**Nearly 20% Failure Rate**

From August 29 to 31, the COA’s Agriculture and Food Agency conducted expanded inspections at major retailers including Wellcome, Matsusei, Save & Safe, RT-Mart, PX Mart, and Carrefour, sampling 127 products from three major domestic grain companies—Quan Shun, Yi Dong, and Lian Mi—and 23 other manufacturers. The results showed 24 products failed due to mismatches in origin labeling, variety labeling, quality specifications, or non-compliance with CNS national standards, representing a failure rate of 19%.

Quan Shun’s "Shan Shui Jia Long-Grain Rice" was exposed on August 27 for passing off low-priced Vietnamese rice as Taiwanese rice. This time, out of 42 products inspected by the Agriculture and Food Agency, eight were found non-compliant—the highest among all manufacturers. Among them, "Da Di Qing Chang Ai Rice" (labeled as Taiwanese origin) and "Shan Shui Long Fiber Rice" (labeled as 50% Taiwanese and 50% Thai) were tested by the Food Industry Research and Development Institute in Hsinchu, which found "not a single grain of Taiwanese rice"—a repeat of the "Shan Shui Jia Long-Grain Rice" scandal. The agency imposed the maximum fines of NT$200,000 each under the current "Grain Management Act" and ordered immediate removal from shelves.

**Quan Shun’s Violations Most Severe**

Additionally, Quan Shun’s "Taiwan Japonica No. 9, CNS Grade 1 Rice" was found to contain less than 80% of the labeled variety, resulting in a NT$40,000 fine and a recall order. Su Zongzhen, head of the agency’s Grain Management Division, stated that prepackaged rice sold in the market must contain at least 80% of the labeled variety if specified. Although "Taiwan Japonica No. 9, CNS Grade 1 Rice" did not mix in imported rice, its Taiwan Japonica No. 9 content was only 40%—half of what was claimed.

Lian Mi Company, one of the three major grain companies, also had seven non-compliant products in its Zhongxing Rice series, including "Zhongxing Hualien-Taitung Rice," and was ordered to make improvements within one month. Among them, "Zhongxing Rice Premium Health Long-Grain Rice" was labeled as 50% Taiwanese and 50% Thai rice but was found to contain 70% Taiwanese rice—exceeding the labeled ratio—and was required to correct the issue.

Yi Dong Company, another major grain company known for its "San Hao Rice" brand, had five non-compliant products, including "San Hao Royal Fragrant Rice," due to issues such as excessive broken rice content. These were considered minor violations related to quality specification mismatches, and the company was given a deadline to improve. Failure to comply within 30 days could result in fines ranging from NT$40,000 to NT$200,000.
