All oils imported by Ting Hsin from Vietnam’s Dai Hanh Phuc Company are feed-grade oils! In other words, the 102 products made with Ting Hsin’s beef tallow, as well as the 110 tons of coconut oil already consumed, were all inedible feed-grade oils. The Food and Drug Administration (FDA) has instructed local health bureaus to upgrade the recall from "precautionary" to "mandatory," with problematic products to be confiscated and destroyed.

FDA Confirms, Mandates Recall

This means at least 102 products—including 17 instant noodles and oden items under Uni-President, Rose Pie, and Royal Curry Sauce—are contaminated with feed-grade oil, and the list may continue to expand. As for the coconut oil, which has a shelf life of only nine months and has already been used in products like popsicles and creamer balls, it is likely that consumers have already ingested all of it.

Dai Hanh Phuc Only Allowed to Sell Feed-Grade Oil

After the scandal broke on October 10 regarding Ting Hsin’s import of feed-grade lard from Vietnam, the FDA made five attempts through diplomatic channels to confirm with Vietnamese authorities whether the 2,476 tons of beef tallow and 110 tons of coconut oil imported by Ting Hsin were edible. However, no response was received for over two weeks. Last night, Deputy Minister of Health and Welfare Hsu Ming-neng confirmed that the FDA finally received an official telegram from Vietnam stating that Dai Hanh Phuc Company is not permitted to sell edible oil—only feed-grade oil.

Hsu Ming-neng stated that the recall remains unchanged. Additionally, the FDA has instructed local health bureaus to revise the recall notice from "precautionary" to "mandatory," requiring recalled products to be recovered and destroyed. Fines will be handled by local health bureaus.

Ting Hsin imported 18 batches of beef tallow from Vietnam’s Dai Hanh Phuc Company, which were used to produce eight suspected problematic downstream products. According to the FDA’s latest announcement, the number of affected products remains at 102, with only the addition of 24 previously announced retail outlets under the "Taiwan Provincial Taichung Poultry Marketing Cooperative."

"Currently" 102 Problematic Products

Furthermore, 17 Uni-President products were implicated due to their beef tallow-based oil packets. Democratic Progressive Party Legislator Su Chen-ching raised concerns yesterday, questioning whether not only the beef tallow packets but also the Japanese lard purchased by Uni-President from Chang Guann might be contaminated. He asked whether the Japanese lard had independent storage tanks, pipelines, and transport vehicles, urging the FDA to investigate thoroughly.

Acting FDA Director-General Chiang Yu-mei responded that the Japanese lard sold to Uni-President by Chang Guann was stored in independent tanks, while other concerns are still under investigation. During a session at the Legislative Yuan’s Economic Committee, Su Chen-ching displayed several Uni-President instant noodles and pressed Chiang Yu-mei to confirm whether products beyond the 17 listed items were safe to consume. Chiang Yu-mei merely replied, "Products not listed in the announcement are permitted for sale."
