Chinese Health Network Reporter Ma Wanjuan / Taipei Report October 17, 2013

Well-known manufacturer Tatung Chang Kee Food Company has been exposed for adulterating its "Tatung Premium Olive Oil" with low-cost cooking oils and adding the coloring agent "copper chlorophyllin." The Changhua County Health Bureau has currently ordered Tatung to temporarily halt olive oil production and recall five olive oil products. On the 17th, further investigation based on the oil formulations revealed that grape seed oil and sunflower oil also contained copper chlorophyllin. Today, inspections will focus on these two oils and related blended oils, and if confirmed, they will also be forcibly recalled.

**Marketed as Pure, Actually Mixed with Low-Cost Oils and Dyes**

"Tatung Premium Olive Oil" claims to be made from 100% Spanish imported premium cold-pressed olive oil. However, it was reported that the product was adulterated with low-cost sunflower oil and cottonseed oil, with olive oil content far below 50%. Additionally, "copper chlorophyllin" was added for coloring. The Changhua District Prosecutors' Office has seized four barrels of copper chlorophyllin liquid, and the Changhua County Health Bureau has ordered Tatung to temporarily suspend olive oil production and recall five olive oil products.

Lin Yufen, Director of the Food Hygiene Section at the Changhua County Health Bureau, stated that based on the oil formulations uncovered by the Changhua District Prosecutors' Office on the 16th, not only olive oil was found to contain copper chlorophyllin. After inspections today, it was discovered that 53 other products, including "Etofen Sunflower Health Oil," "Etofen Canola Health Oil," "Cold-Pressed Fresh Green Golden Camellia Seed Oil," and "Tatung Grape Seed Oil," also contained copper chlorophyllin. Among these was "TaiSugar Grape Seed Oil," which was produced under contract for Taiwan Sugar Corporation. The Health Bureau has sealed these products on-site.

**Adulterated Oils with Dyes May Constitute Fraud, Punishable by Up to 3 Years in Prison**

Lin Yufen pointed out that while copper chlorophyllin liquid is a legal food additive, it is generally used as a coloring agent in chewing gum and bubble gum and is prohibited in cooking oils. Tatung Chang Kee Food Company's addition of copper chlorophyllin to its oils violates Article 18 of the Food Hygiene Management Act, which carries a fine ranging from NT$30,000 to NT$3 million. False labeling of products may result in fines of NT$40,000 to NT$200,000.

Currently, it is known that the 53 non-compliant products are distributed across 945 downstream retailers in 16 counties and cities, including Taoyuan County, Kaohsiung City, Yilan County, and Taichung City. Local health bureaus have been notified to assist with recalls. Beyond breaching administrative regulations, Tatung Chang Kee Food Company's substitution of low-cost oils for high-priced olive oil to deceive consumers may also constitute fraud. Under Article 15 of the Food Hygiene Management Act, which prohibits "adulteration or misrepresentation," offenders may face up to three years in prison or fines of up to NT$8 million.

The scandal involving Tatung Chang Chi Food Company's production of adulterated cooking oil has escalated. The Changhua County Health Bureau raided the factory and seized over ten tons of "adulterated oil" across more than ten product categories. The products were found to contain illegally mixed pigments and inferior oils, with price differences up to five to eight times higher than premium oils on the market. Authorities will impose heavy penalties for each offense and request prosecutors to seek severe sentences.

Another case of unsafe food has emerged in Taiwan, adding to public concerns. Following an investigation by the Changhua District Prosecutors Office, it was discovered that Tatung Chang Chi Food Company, a well-known domestic brand, had illegally added "copper chlorophyllin" and inferior "cottonseed oil" to its "Tatung 100% Extra Virgin Olive Oil." Although the company's responsible person was released on bail for NT$1 million, the scope of the "adulterated oil" scandal continues to expand.

Changhua County Health Bureau Director Yeh Yen-po stated that, according to the formulas uncovered by prosecutors, Tatung's olive oil, grape seed oil, polyphenol-enriched oil, camellia seed oil, sunflower oil, and 19 other blended oil products—totaling over ten tons—were found to contain illegally mixed pigments and inferior oils. The price difference between these products and genuine premium oils on the market was as high as five to eight times. To strictly punish the wrongdoing, authorities immediately suspended the illegal production lines. Once confirmed through testing, the company will face heavy fines exceeding NT$1 million per violation.

Director Yeh Yen-po further emphasized that Tatung Chang Chi Food Company is not only suspected of mislabeling, illegally adding harmful substances, and fraud under criminal law but will also be prosecuted under food safety regulations and criminal charges. Authorities will request prosecutors to seek the harshest penalties to protect consumer rights.
