Since the Central Weather Bureau had initially estimated Penghu's rainfall to be around 100 millimeters, the sudden downpour caught residents off guard, leading to widespread complaints.
The relentless rain turned Wenshan Road in Magong City, Penghu, into a river, with floodwaters reaching halfway up car tires. In some areas, the water level rose to knee height for adults, submerging cars parked by the roadside. Many residents were in a frantic rush to move their vehicles, causing chaotic scenes.
The unexpected heavy rain overwhelmed the drainage system, flooding not only the roads but also nearby homes, with household items floating onto the streets. This unprecedented rainfall broke Penghu's previous record of 352.9 millimeters set on July 6, 1974, reaching a staggering 429.5 millimeters. From 12 PM to 1 PM on the 18th, a mere one-hour period saw 71 millimeters of rain, marking the second-highest hourly rainfall record for July in the region's history.
Despite being a natural disaster, residents were furious, as the Central Weather Bureau's initial typhoon warning had estimated Penghu's rainfall at around 100 millimeters. Although Xu Tiansheng, director of the Penghu Weather Station, stated that they had revised the rainfall estimate to 100-150 millimeters by around 10 AM on the 18th, and further adjusted it to 500-600 millimeters by 1 PM that afternoon, the last-minute revisions were of little help, leaving unprepared residents to suffer significant losses.
