The issue of U.S. beef has sparked heated debate, as two supermarkets in Taipei detected ractopamine in U.S. beef, raising renewed concerns over whether the "Three Controls, Five Checks" policy is effective. Last year, the Food and Drug Administration (FDA) under the Department of Health tested 59 samples of beef sold in the market, with 10 found to contain the leanness enhancer "ractopamine"—all of which were U.S. beef. This translates to a failure rate as high as one-sixth. Among 172 batches inspected at the border, 45 were rejected for failing standards—again, all U.S. beef.
Despite ractopamine not yet being approved, the high failure rates from border checks to retail markets persist. Pan Zhikuan, Director of the FDA’s Northern Regional Management Center, explained that this reflects strict control measures and the results of intensified inspections. He stated that the FDA would increase border inspections and post-market monitoring for non-compliant importers and slaughterhouses in their countries of origin, while also directing local health bureaus to handle the matter according to the law.
Regarding the management of imported beef, the FDA emphasized that, in accordance with the "Food Sanitation Management Act" and the "Inspection Regulations for Imported Food and Related Products," imported food undergoes general random sampling, intensified random sampling, or batch-by-batch inspection at the border. If non-compliance is detected, the sampling rate is increased. For meat already on the market, there is a post-market monitoring mechanism for sampling, and if necessary, the frequency of inspections will also be raised.
